   Directorate of Medical Education & Training (DMET), Odisha

Directorate of Medical Education & Training (DMET) Odisha, has been establishment as Head of Department during 1975 like other Heads of Department in the State. The aims and about the organization is to improve the Education" in the field of Medical Science and impart training  to medical personnel in the state which involves under graduate, post Graduate medical students, Training of paramedical & Nursing Personnel(both in Degree & diploma) and other related health programme.
Objective

About the back ground of its establishment is to improve and close monitoring of the following institutions being the supervising head of the Department.
1.    Office of the Principal of all Medical Colleges
2.    Office of the superintendent of all Medical College Hospitals.
3.    Office of the Principal of Dental College
4.    Office of the Superintendent, SVP,PGIP,Cuttack
5.    Office of the Superintendent, MHI Cuttack
6.    Office of the Programme Director(s) post partum programme
7.    Office of the Associate Professor of three(R.H.Cs)
8.    Office of the Principal College of Nursing
9.    Office of the Principal Tutor, School of Nursing
10.    Allocation of business

Allocation of Organisation is to keep official records of its employees working in the above mentioned offices and the official business in the field of education & training in medical sciences covering all rules of O.S.C., O.G.F.R, O.M.E.S. & O.S.C.(CCA) Rule 1962 & Government Servant Conduct rules etc.
   All training of health programmes conducting different committees like authorization committee of Human Organ Transplantation, D.S.C for "Higher Medical Education", Medical Board of the State Appellate Medical Board, Nursing Board, Governing body of Medical colleges and its attached Hospitals, Member of Swathya Vikas Samiti of Medical Colleges and Hospitals, AHRCC (Cuttack) and one of the Member of the western Orissa Development Council. Beside D.M.E.T (O) is the controlling officer in respect of all medical colleges
1.1.    Major Activities
a.    Strengthening of the Directorate
   One new Joint Director and Deputy Director Post created to strengthen the administrative activities of DMET.
b.    Opening of New Medical College and Hospitals
   Establishment of new private Medical College by Hi-Tech Group at Rourkela and No Objection Certificate has been issued by the
   Government.
   Essentiality Certificate has been issued for opening of new Medical College at Jarring at Kalahandi district.
   Decision for establishment of Medical College at Keonjhar by Sahayog Foundation on PPP mode and Memorandum of
   Understanding has been signed in this regard.
   Process of setting up of a Medical College at Talcher by MCL is under progress.
c.    Opening of new Nursing Institutions
   Govt. of India has released Rs. 4.75 Crores for opening of 2 Govt. A.N.M. Training Schools one each in the district of Boudh and
   Subarnapur and 1 Govt. G.N.M. Training School in the district of Nawarangpur.

d.    Opening of new Paramedical institutions
   Regional Institute of Paramedical Sciences (RIPS) to established at Bhubaneswar with the Government of India funding.
e.    Augmentation of existing departments in Medical College
   Enhancement of beds in different departments
f.    Opening of new departments in Medical college
   Extension of Department of Medicine, Orthopaedic and new institute of cardio vascular sciences inaugurated and made fully
   functional in SCB Medical College, Cuttack.
g.    Opening of new courses and super specialties courses
   Proposed enhancement of 102 P.G. Seats in three Medical Colleges of the State and opening of New Department of Transfusion
   Medicine with 5 P.G. intakes under C.S.P. Scheme.
   Opening of New D.M. Course in the discipline of Gastroenterology at S.C.B. Medical College, Cuttack with intake of 2 students for
   academic session 2010-11.
   Application submitted for opening of new Super Speciality Courses i.e. D.M. in the discipline of Endocrinology at SCB Medical
   College, Cuttack.
   Govt. have approved for starting a Renal Transplant Unit in S.C.B. Medical College, Cuttack. As such provision for expenditure
   under both recurring and non-recurring is being made in the supplementary B.E. for the year 2010-11.

h.    Dental college
   Declaration of SCB Dental Wing as SCB Dental College & Hospital, Cuttack with creation of post of Principal and other faculties,
   Paramedical posts for the said College.
   Renewal of permission of M.D.S. seats in two disciplines at SCB Dental College and opening of New MDS Course in the
   discipline of Oral-Pathology.

i.    Augmentation of Tertiary care
   Establishment of Cath-Lab in SCB and VSS Medical College & Hospitals of the State has been done and made functional.
   Purchase of 24 nos of high-end Ventilators for Intensive Care Unit (ICU) of 3 Govt. Medical Colleges of the State.
   A sum of Rs. 2.05 crores for SCB Medical College, Cuttack, Rs. 1.74 crores for MKCG Medical College, Berhampur and Rs. 1.75    crores
   for VSS Medical College, Burla has been received from GoI for strengthening and up-gradation of State Govt. Medical
   Colleges for starting New P.G. Course and increasing existing P.G. seats through central funding during XI-Plan.
   20 year Master Plan has been developed by Medica Synergy for three Medical Colleges.
   Declaration of Mental Health Institution as centre of excellence and Rs. 30.00 crores has been provided by the Govt. of India under
   such scheme.
   MOU signed for extension of Tele-medicine Net Work to all District Head Quarter Hospitals of the State.
j.    Improvement in Human Resources
   Appointment of 42 nos. of Senior Resident & Tutor in the 3 (three) Govt. Medical College & Hospitals of the State. 
   Appointment of 7 nos. of Sr. Resident in Trauma Care Centre in S.C.B. Medical College, Cuttack & M.K.C.G. Medical College,
   Berhampur.
k.    Improvement in non-clinical services
   Financial provision made for construction of effluent treatment plant in 3 Govt. Medical College & Hospitals of the State.
l.    Research
   Approximately 300 research papers presented or published on medical seciences in various national and international forum
m.    Training
   Regional Teachers Training Centre inaugurated in Nov 2010 at SCB Medical Colleeg and Hospital
   Training workshop held on Bio Medical Waste Management to Hospital Managers, ADMOs and nursing personnel
   Nursing teachers training imparted to nursing faculties for 3 days
   Faculty development workshop held for proincipals of Nursing institutions in collaboration with Nottingham School of Nursing
   Hands on training on critical care given to doctors and nursing personnel.
